April 25, 1980. This article reports on a legislative amendment that would?ve allowed the Bonneville Power Administration (BPA) to spend up to $700 million on conservation programs and development of alternative energy resources. BPA expressed concern about how the approach would address what they thought was a ?very complicated problem.?
