Box 2574 :: :: Olympia, Wa Fido Net 1:352/333 :: :: 98507-2574 206-786-9629 :: :: USA The Quarto Mundista BBS :: ::::::::::::::::::::::::::::::::::::::::::::::::::::::::::: P U E B L O D E A C O M A OFFICE OF THE GOVERNOR Resolutions No. TC-SEPT-6-84-04-2-14 POSITION OF THE PUEBLO DE ACOMA TRIBAL COUNCIL ON FOOD & NUTRITION SERVICES At a duly called meeting of the Acoma Tribal Council held on this 6 day of September, 1984, the following resolution was adopted: WHEREAS: Section No. 1 The Acoma Pueblo is an Indian Tribal Organization and has full power and authority to act for the tribe; and, Section No. 2 The Acoma Tribal Council expresses the rights and powers to negotiate with the Federal Government; and, Section No. 3 It is the policy of the United States Government in keeping with its trust responsibilities (February 2, 1848, 9 STAT) and long established understanding and customs to providing certain necessary services and facilities to Native American Indians; and, Section No. 4 The Acoma Tribal Council and Native Americans need the assistance of the Federal Government to properly address the nutritional needs of our people; and, Section No. 5 Because many people in the Nation go to bed hungry and many are malnourished due to costs continuing to rise, many of the programs that were intended to help in need are becoming next to useless. As an example the Food Stamp Program provides individuals with a maximum allowance of 33 cents per meal. This only demonstrates the need for major changes in the food stamp program to reflect regional costs of living difference, local political leaders must make vigorous efforts to lobby for more equitable benefits; and, Section No. 6 The economic nutritional needs unique to Native American people and providing specific food stamp allocations for them administered through existing social services and nutrition programs certainly need major overhauling. NOW THEREFORE BE IT RESOLVED: Section No. 1 That we do hereby approve and fully support any effort that would immediately alleviate the under appropriation for nutritional programs specifically geared to meeting the needs of our low-income and unemployed and we strongly urge the National Congress of American Indians (NCAI), Congress and Federal Government to take immediate action relative to this matter and further authorize the Tribal Governor and National Congress of American Indians (NCAI) to execute all documents necessary for the adoption of Resolution and/or position papers reflecting our concerns. Section No. 2 A particular emphasis should be placed on the following concerns and ensure that these concerns are turning into action immediately. (1) the need for safe adequate sound affordable, housing; (2) the need to preserve health by focusing on providing adequate health, EMS, sanitation; (3) direct funding to tribes; (4) adequate education; (5) adequate law and order and courts; (6) adequate employment and training; (7) adequate nutrition; (8) meaningful economic development; (9) appropriate social services and welfare; (10) upgraded irrigation and road construction, well operation and maintenance; (11) and protection of natural resources; (12) the need to live together as a community where fair and equitable opportunities are the norm in terms of employment and training development, construction, services, and social justice under the law; (13) requested funding be made available directly to tribes for construction of long term care and general purpose facilities as needed for our Senior Citizens; (14) that each tribe receive a minimum funding of $100,000 for the Title VI AOA's Nutrition Program to provide adequate staffing and services to Indian Tribe's Senior Citizens.
