Box 2574 :: :: Olympia, Wa Fido Net 1:352/333 :: :: 98507-2574 206-786-9629 :: :: USA The Quarto Mundista BBS :: ::::::::::::::::::::::::::::::::::::::::::::::::::::::::::: CERRO PUERCO RESOLUTION ON CERRO COLORADO Comarca Guaym¡, Corregimiento of Cerro Puerco, District of Tol‚ (Chiriqu¡) We, the undersigned, of the communities of Llano Junco, Cerro Banco, Quebrada Cacao, Cerro Ortiga, Cerro Ceniza, Alto Ca¤aza, Tebujo, Cerro Puerco and other communities of the corregimiento, CONSIDERING: 1. That since the arrival of the Spaniards, the Indian has been and continues to be outraged, oppressed, maltreated by the landowners, traders, bar owners, intermediaries, political types and other large companies and that in this way we have had our own rights despoiled and have been insulted in our dignity; 2. That every Government since the Independence of our Republic (Panama) has never protected the Indian peoples nor even kept the few laws concerning Indians which protect our human rights; 3. That the Government, by negotiating with the Cacique and Indian political types, intends to carry out the exploitation of the mining and other projects without direct consultation with the Guaym¡ People; 4. That the Government, through CODEMIN, makes promises which normally are then not carried out, such as Health Centers, schools, scholarships for students, jobs, etc., with the intention of winning our support in favor of the Cerro Colorado Project; 5. That at the present time the Mining Corporation is building a road which goes from Cerro Colorado down to the Interamerican Highway, passing through Laguna, Cangrejo, Tebujo, Maraca, Llano Junco and other Indian communities; 6. That this road is causing the following damages, abuses and calamities: it is destroying sources of drinking water, it is breaking down fences, it destroys flora and fauna, coffee, cocoa, orange trees, banana plants, etc., and recreation grounds; 7. That because of the road, Indian houses have to be relocated; 8. That the people most directly affected by the road under construction have not received either information or compensation of any sort; 9. That the Guaym¡ Indian has the capacity and the will, and sufficient and necessary courage to make his rights be respected; RESOLVE 1. To denounce the negative intervention made by the landowners, traders, bar owners, intermediaries, political types and other large companies which have deceived us and which have us oppressed and looked dow upon by this entire dominating class; 2. To denounce the unjust laws which are used by the Government agencies and which do not support our interest and rights as Indian people; 3. To demand the faithful carrying out of the few laws which favor the Indians, by the Government and by all the social organizations of the Nation; 4. To denounce the carrying out of all projects by the Government and by other social organizations, within the Guaym¡ people; 5. To demand an immediate halt to the road which CODEMIN is building until the Indian people fully convinced, give their positive reply; 6. To reject the mining project indefinitely as it does not bring any benefit to the Indian people. Given on the 23rd day of February 1980, in the community of Cerro Puerco, in the Guaym¡ Comarca.
