            NANCE DE RISCO RESOLUTION ON CHANGUINOLA I

The meeting celebrated in the community of Nance de Risc˘ the 
21st, 22nd and 23rd of March, 1980, says "No to the IRHE Project." 

                            CONSIDERING

1.   That the hydroelectric project is being implemented without 
     dur respect for the affected communities;

2.   That the IRHE agents are prohibiting the use of land which 
     according to them will be encompassed by teh project;

3.   That the IRHE agents continue with the threat to open 
     pathways without being concerned about the damage caused to 
     crops;

4.   That the people maintain their opposition to the project;


                          BE IT RESOLVED

1.   We reject completely the process of the hydroeclectric 
     project in the Changuinola River basin;

2.   We demand that the Soloy Congress support this resolution 
     whihc captures the feeling of the people;

3.   Copy to the Soloy Congress to be held from the 16th to the 
     19th of April 1980 in the Province of ChiriquĦ, in the 
     community of Soloy;  to the Governor of Bacas del Toro;  to 
     the President of the Republic [of Panama];  etc.


Given on the 23rd of March 1980, in the Community of Nance de 
Risc˘, Changuinola, Bocas del Toro.
