Box 2574 Fido Net 1:352/333 :: :: Olympia, WA 360-786-9629 :: :: 98507-2574 USA The Quarto Mundista BBS :: ::::::::::::::::::::::::::::::::::::::::::::::::::::::::::: DOCUMENT: NCAIE843.TXT NATIONAL CONGRESS OF AMERICAN INDIANS EDUCATION COMMITTEE A Resolution Supporting the Establishment of a National Advisory Board on Indian Education to the Bureau of Indian Affairs WHEREAS, the BIA administers a comprehensive program of education services to the American Indian and Alaska Native Tribes in areas of: elementary and secondary education, preschool, adult education, higher education, employment assistance, community colleges, tribal contract and BIA schools, JOM and Impact Aid assistance to public schools, with an annual budget of $277 million, and WHEREAS, the BIA is desperately in need of appropriate advice and consultation from those served by these programs, the American Indian and Alaska Native Tribes, and WHEREAS, the American Indian and Alaska Native Tribes have a wide assortment of education organizations and associations who serve limited and fractional interests within the BIA education division, and WHEREAS, a National Advisory Board on Indian Education to the BIA would greatly serve the guidance and consultation policy and goals which are the trust responsibility of the BIA to the American Indian and Alaska Native peoples, NOW, THEREFORE, BE IT RESOLVED, that the NCAI calls upon the BIA with direct input from the tribes, to plan, organize, and create the National Advisory Board on Indian Education, which shall be composed of representatives of the federally-recognized American Indian and Alaska Native peoples, and shall include, but not be limited to, the following duties and responsibilities: 1. Meet at least quarterly with the Director of the Office of Indian Education Programs to review issues in BIA Indian education, and provide guidance and recommendations on such issues. 2. Provide an annual report on proceedings, recommendations, and action in BIA/OIEP which shall be provided to the President, U.S. Congress, BIA, and federally recognized tribes. 3. The operational budget for the Board shall be added to the BIA budget as an additional line item and not taken from education programs already in existence, BE IT FURTHER RESOLVED, that the BIA report back to NCAI at their January, 1985, meeting in Washington, D.C., on the progress of this request.
