Each of NIBADA's representatives and grass-roots programs will be required to work closely with individual tribal and inter- tribal leadership. Members of the National Indian Board on Alcoholism and Drug Abuse are requesting your support in our effort to fight yet another form of Indian genocide. We ask the National Congress of American Indians herewith to take formal action to support the following items: 1. That alcoholism and alcohol abuse be recognized as the NUMBER ONE socio-economic and health problem among Indians and Alaskan Natives, and that it be placed in that priority on the list of Indian and Alaskan Native needs. 2. That because the disease of alcoholism and alcohol abuse is the number one socio-economic and health problem, a separate administration of alcoholism program services with line-item authority, be established under Indian Health Service for treatment and rehabilitation of alcoholism problems. 3. That a separate entity be established under the Bureau of Indian Affairs with direct line-item authority utilizing its already existing resources, for the purposes of early identification, research, education, and prevention of alcoholism or alcohol abuse and drug problems. 4. To recognize drug abuse as a seriously developing problem among Indian and Alaskan Native populations. 5. To establish a separate unit under the National Institute on Drug Abuse for research, prevention and treatment of drug abuse problems among American Indians and Alaskan Natives. 6. That the minority committee for ADAMHA (Alcoholism, Drug Abuse, and Mental Health Administration) include a selected representative from NIBADA made in concurrence with tribal and inter-tribal leadership. 7. That any policy making procedures and implementation regarding Indian alcoholism and drug abuse made for NIAAA, NIDA, IHS or BIA be made in consultation with tribal or inter-tribal leadership through NIBADA. 8. That present funding efforts be recognized as insufficient in meeting the needs of the problem and therefore the need to increase funds for implemen- tation of both new and existing programs be recognized. 9.
