Box 2574 :: :: Olympia, Wa Fido Net 1:352/333 :: :: 98507-2574 206-786-9629 :: :: USA The Quarto Mundista BBS :: ::::::::::::::::::::::::::::::::::::::::::::::::::::::::::: NATIONAL CONGRESS OF AMERICAN INDIANS INDIAN HEALTH & SOCIAL WELFARE CONCERNS COMMITTEE Policy Resolution No. 5 INTERNATION-INTERTRIBAL CHILD WELFARE COMPACT Adopted October 22, 1976 WHEREAS, our children are our most valuable resource and insure the survival of all Indian tribes in the United States, Canada and Mexico, WHEREAS, state assumption of jurisdiction pursuant to P.L. 83-280, and inappropriate actions of non-Indian public and private social agencies has resulted in a high percentage of Indian children being placed in non-Indian adoption and foster homes, thus depriving them of their natural parents and their cultural heritage, WHEREAS, many children are removed to distant locations without tribal or urban Indian organization protection, allowing them to be financially and psychologically exploited, causing mental anguish to the child; the natural parents and the extended family, WHEREAS, many families are never re-united because children cannot be located, forcing Indian children to grow up never knowing who they are, NOW, THEREFORE, BE IT RESOLVED, that the National Congress of American Indians establish an International, Intertribal child welfare compact. BE IT FURTHER RESOLVED, that each Indian tribal council or urban Indian organization will notify another Indian tribal council or urban Indian organization of the location and circumstances of any Indian child under the age of 18 who has an affiliation with such tribe or urban organization. BE IT FURTHER RESOLVED, that the notifying tribal council will provide child protection services for that child until the child's tribe can be notified, or thereafter, if so requested by the child's tribe.
