Rachel's Great- Grandfather, called Lighthouse Charley by non-Indians, was known as Mah-Tote by his People. After Mah-Tote, his son George Allen Charley was passed the responsibility of leading his People. In recent times, the Shoalwater Bay Tribe was under the able leadership of Earl Davis. Earl, unfortunately, is no longer with us due to his untimely death which was a great loss to his People as well as his family. It was this set of circumstances which thrust the leadership of the Shoalwater Bay Indian Tribe upon Rachel. WHEREAS, there has been a longstanding need to bring all Indian Tribes, small and large, together as Tribal Governments; and, WHEREAS, this 1977 Conference of Tribal Governments will be instrumental in the development of timely recommendations on the development of Tribal and State Governmental relations; now THEREFORE BE IT RESOLVED, that the 1977 Conference of Tribal Governments wishes to honor Rachel Whitish for her tremendous initiative and efforts in spearheading this Conference.
