WHEREAS: self sufficiency efforts of the member tribes of the Affiliated Tribes of Northwest Indians are being initiated in many enterprise areas, many of which have not advanced to the point of being self-sustaining, requiring C.E.T.A., or other work program support to supplement minimal program income during their initial establishment periods; and WHEREAS: many member tribes clerical, secretarial, office, and field staff are manned by C.E.T.A. personnel, who along with other work project employees and summer youth programs account for 30 to 70% of the employment within the respective Indian communities; and WHEREAS: the loss of Indian work program support would cause the developing self-sufficiency enterprises of many tribes to cease operation, and, more detrimentally, would eliminate many office staff who enable communication with political and funding agencies who have the capacity to enable tribes to survive during periods of drastic program loss or modification; and WHEREAS: member tribes are currently operating training programs aimed at training the large percentage of Indian people needing job skills in order to obtain employment and the loss of these programs would have a drastic effect on individual Indians who are or would be served under such programs; and WHEREAS: this disastrous impact on a multitude of Affiliated Tribes of Northwest Indians member tribes efforts toward self determination and tribal sovereignty would plunge many of these people back onto reservation poverty and dependence on any and all forms of public assistance with the accompanying loss or destruction of much that has been built up through tribal effort and significant federal investment of funds on every reservation in the Pacific northwest. NOW, THEREFORE BE IT RESOLVED: that the Affiliated Tribes of Northwest Indians hereby petition the Bureau of Indian Affairs and all succeeding levels of the Department of Interior to join as an advocate for the tribes with inadequate tribal government capacities by utilizing all influence at the disposal of the Department to prevent the proposed abolition of C.E.T.A. and other employment and training programs that are crucial to our member tribes capacities to operate economic development and natural resource programs; and BE IT FURTHER RESOLVED: that the Affiliated Tribes of Northwest Indians petition all their Congressional representatives and members of the appropriations Committee to vote against the disruption or abolition of the employment and training programs such as C.E.T.A. that are crucial to the development and welfare of all American Indian Tribes.
