WHEREAS; the Mid-western, Eastern, and Northern tier states face a potential oil and natural gas shortage, and; WHEREAS; this shortage has been exacerbated by political instability in the Persian Gulf and Middle East; and, WHEREAS; the states of the Pacific Northwest face no oil shortage and where their potential billion dollar annual fishery to be shared by Indian and non-Indian faces total destruction by a major oil spill; and, WHEREAS; the State of Alaska has returned to a position of high unemployment since the completion of the trans-Alaskan pipeline; and WHEREAS; preliminary refining and processing of the heavy Alaskan crude oil in Alaska will decrease unemployment for native and non-native Alaskans; and, WHEREAS; the aforementioned refining and preprocessing should allow the oil to be shipped at lower temperatures by pipeline only in the same right-of-way directly overland through Canada, with the previously approved natural gas pipeline to the fuel short Middle-Western, Eastern and Northern tier states; and, WHEREAS; this pipeline will be much easier to protect both for continental defense purposes and environmentally than a route which requires partial movement by hazardous super tankers; and, WHEREAS; this line will in combination with the proposed gas line most likely be the least expensive and most cost effective route; and, WHEREAS; when completed the entire pipeline system could be used to import petroleum through Valdez, Alaska and then across Canada via the line previously described to serve the Eastern, New England, Mid-Western and Northern tier states; and, WHEREAS; Full use would then be made of the Trans-Mountain pipeline serving the Pacific Northwestern states from Canada as has been WHEREAS; implicit in an all American oil pipeline proposal there is a strong distrust of Canada which is the United States closest ally, largest trading partner, and sympathetic neighbor; and, WHEREAS; the line through Canada directly from the trans-Alaska pipeline to the Mid-Western, New England, Atlantic and Northern tier states by way of a connection with existing pipelines at Edmonton, Alberta would be in both Canadian and American best self and mutual interests. THEREFORE BE IT RESOLVED that the delegates to Session III of the Conference of Tribal Governments support supplying the petroleum needs of the Mid-Western, New England, Atlantic and Northern tier states directly by way of a pipeline running parallel to the approved gas line from Alaska through the Canadian northwest to existing pipeline connections near Edmonton, Alberta and from there to the several destinations in the lower continental United States with, if possible and beneficial, some of the preliminary refining and processing being done in Alaska for the direct employment benefits to Alaskan residents.
