DC-92-77 SUPPORT FOR THE CONVENTION OF THE FIRST CONGRESS OF NATIONS AND STATES WHEREAS, the American Indian and Alaska Tribal Governments and people have gathered in Crystal City, Virginia, of the Washington, D.C. area, for the 49th Annual Convention of the National Congress of American Indians (NCAI) in order to promote the common interests and welfare of American Indian and Alaska Native peoples; and, WHEREAS, NCAI is the oldest and largest intertribal organization nationwide representative of and advocate for national, regional, and local tribal concerns; and, WHEREAS, throughout the world, there are numerous conflicts between nations and nations and states, which causes instability in the social, legal, political, and economical climates of the globe, and especially in regions in which the conflicts surface while the nations and states are replacing authoritarian institutions and in transition toward democratic and economic reforms; and, WHEREAS, a call to convene a First Congress of Nations and States to directly address the need of governments of both nations and states to meet, to deliberate, and to act on new international conventions concerning resolution of disputes between nations and nations and states is absolutely essential in light of the current inability of the United Nations forum to officiate such peaceful resolutions under its current institutional format; and, WHEREAS, Indigenous Nations have been invited to work cooperatively with the Russian Federation, Japan, Federal Republic of Germany, and the United States, to host and convene a First Congress of Nations and States, in which the Indigenous Nations of the Lummi Nation (North America), the San Blas Kuna (Latin America), Tibet (Asia), Yakut Sakha (Eurasia), Maasai (African), and Saami (Northern Europe) have agreed to form the Preparatory Committee with said States; and, WHEREAS, The International Secretariat for the First Congress is composed of the Foundation for International Cooperation and Development, the Center For World Indigenous Studies, and the International Independent Union of Lawyers, which shall aide and assist the Working Groups/Commissions on Economics, Geographics, Political, Social & Cultural, and Strategic; and, WHEREAS, the successful convention of the First Congress of Nations and States shall depend upon the cooperation of more than 190 States and 3000 Indigenous Nations and the ratification of the final protocols by each respective nation and state in accordance to their normal governmental processes; and, NOW, THEREFORE, BE IT RESOLVED, the NCAI supports the First Congress of Nations and States and endorses the Plan of Action developed to secure the goals and objectives.
