Box 2574 :: :: Olympia, Wa Fido Net 1:352/333 :: :: 98507-2574 206-786-9629 :: :: USA The Quarto Mundista BBS :: ::::::::::::::::::::::::::::::::::::::::::::::::::::::::::: NATIONAL CONGRESS OF AMERICAN INDIANS INDIAN EDUCATION CONCERNS COMMITTEE Policy Resolution No. 3 BILINGUAL AND BICULTURAL EDUCATION Adopted October 22, 1976 WHEREAS, the National Congress of American Indians, meeting at the 33rd Annual Convention in Salt Lake City having established an Education Committee charged with reviewing resolutions and concerns about improving educational opportunities and standards for Indian people; and WHEREAS, Indian control and self-determination is the desire of Indian people; and WHEREAS, Indian control and self-determination has been accepted as a basic and fundamental policy of the federal government under P.L. 93-638; and WHEREAS, increased participation by Indian people towards self- determination has revealed major gaps in education policy, legislation and administration; and WHEREAS, these gaps are barriers to improved educational opportunities and standards of education for Indians; and WHEREAS, the American Indian people desire to preserve their true history, languages and cultures; and WHEREAS, certain Indian communities, rancherias and reservations representing their tribes have successfully implemented bilingual-bicultural programs and curriculum representing their true history; and WHEREAS, the U.S. Office of Education through Title programs VII and IV, recognizes the need for such programs and provides funds for such programs; and WHEREAS, the Bureau of Indian Affairs recognizes the need of Indian students to demonstrate "Communication skills which include the ability to speak, listen, read and write in English and the language of the home." (IERC Bulletin Vol. 3, No. 1, January, 1975, Education 1.1, Goals A(1)(a)); and WHEREAS, the fiscal commitments for such programs are presently insufficient to serve the needs among all desiring Indian communities, rancherias and reservations; and WHEREAS, present policies and qualifying regulations of various federal bilingual-bicultural funding agencies may actually discourage and do not recognize American Indian's participation as a priority; and THEREFORE BE IT RESOLVED, that the BIA make increased fiscal efforts to develop and implement bilingual-bicultural education programs for all Indian children and in BIA schools incorporating the hiring of bilingual-bicultural teachers and instructional aids, and bilingual- bicultural instructional materials, methodologies and curricula; BE IT FURTHER RESOLVED, that the NCAI actively endorses and supports the general concepts and recommendations of the Native American Bilingual Education Council as outlined in their position paper; BE IT FURTHER RESOLVED, that the NCAI actively urges the U.S. Congress, the Office of Education, and specifically the Office of Bilingual Education to strengthen their fiscal commitment to Native Americans bilingual-bicultural programs and to re-assess present policies, qualifying rules and regulations to strengthen, encourage, facilitate, and increase Indian participation at the community, state, regional, and national levels; BE IT FURTHER RESOLVED, that NCAI actively urge the Office of Education and specifically the Office of Bilingual Education to make commitment and develop new and up-to- date teaching materials and methods for bilingual education for tribal use in classrooms and community education. -=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=- To have a current Center For World Indigenous Studies Publication Catalogue sent to you via e-mail, send a request to jburrows@halcyon.com Center For World Indigenous Studies P.O.
