The first article talks about Costa Rica’s presidents’ negotiations with the World Bank, the Soviet Union and Alcoa for a $400 million package deal which will include the installation of a hydroelectric generating plant and an aluminum refinery. The second article talks about President Figueres’ actions toward events such as a plane highjacking and relations with the Soviet Union.
