Sterling Munro of the Bonneville Power Administration states that power shortages for 1983-84 will be so high that conservation efforts will be needed. He predicts a 40% chance of shortages due to water shortages in the mountains. He further states that it is too late to start coal-fired or nuclear projects and conservation is the best bet.
