Letter sent by the U.S. Ambassador to El Salvador regarding a possible land war with Central American in the 1980s. Issues discussed in this letter include mining of Nicaragua’s harbors, the United States will not accept the jurisdiction of the World Court, reconnaissance missions, combat missions, new U.S.-built military facilities, and assassination and terrorism.
