This document contains a letter, signed by 60 human rights groups, to the former Bolivian President regarding development of TIPNIS – an indigenous territory within Bolivia. Morales, an indigenous leader himself, planned to sanction a massive road development project through TIPNIS that endangered the sovereignty and livelihood of Bolivia’s lowland indigenous peoples. This letter calls for the upholding of indigenous autonomy within TIPNIS and throughout Bolivia.
