In A Writer’s House in Wales, Welsh historian Jan Morris asks, “Will cultural autonomy be enough to enable a people to keep its identity, or must there be political autonomy too?” The experience of the Basques, the Irish, and the Catalans, notes Morris, demonstrates that the original nations require the protection of political autonomy to avoid losing everything. Modern states are simply insatiable.
