Part 5

The Anti-Bolshevik Block of Nations (ABN) was created by Nazi Germany in 1943 as the Committee of Subjugated Nations.1 It was renamed ABN in 1946.2 “A lot of these groups in the ABN were headquartered in Munich under the sponsorship of Radio Free Europe,”3  a CIA front organization. In 2023, the Anti-Bolshevik Bloc of Nations resumed as the Anti-Imperial Block of Nations with an agenda similar to The Free Nations of Post-Russia Forum. “Our goal is the collapse of the Russian Federation, national revolutions of enslaved nations and the creation of independent states on the ruins of the ‘prison of nations.’”4

The next year, ABN participated at the 10th conference of The Free Nations of Post-Russia Forum held in Washington DC, April 16, 2024. Its website states: “Our aim, based on the experience of the Anti-Bolshevik Block of Nations, is to initiate and develop a broad political, organisational and information campaign. We call on everyone to a close  comprehensive cooperation for a joint and final victory over the dark empire of violence and deception for the sake of good and security. A united front for a common victory!”5

Dr. Laruelle’s observation of past CIA sponsorship of the ABN raises questions as to the funding of The Free Nations of Post-Russia Forum. No itemized list of financial sponsors is readily available. Meduza, a Russian dissident news service based in Latvia, financed in part by The United States Agency for International Development (USAID),6 reported “The composition of the participants from one forum to another almost does not change, European public organizations and philanthropists give money for meetings – however, not from Russia, but from Ukraine.”7

The Free Nations of Post-Russia Forum may be a case of “astroturfing.” Defined by the Merriam-Webster Dictionary as an “organized activity that is intended to create a false impression of a widespread, spontaneously arising, grassroots movement in support of or in opposition to something (such as a political policy) but that is in reality initiated and controlled by a concealed group or organization (such as a corporation).”8 Or a foreign intelligence agency. 

It is interesting, therefore, to note from its inception in May 2022 to March 2025, The Free Nations of Post-Russia Forum has had the financial means to convene 15 international conferences across the globe, attended by Western diplomats and politicians with some sessions held at the legislatures of EU/NATO states.9

Co-partner of the Vienna event was the Pan European Union. One of its leaders, Karl von Habsburg, descendant of the Habsburg Imperial family, gave a speech, January 11, 2025, entitled Integrity. Direction. Hope,in which he said: 

“In mid-December, a small conference of the “Post War Russia Forum“ [sic] took place in Vienna, in which the Pan-European movement also participated. A participant from Ukraine said: big Russia brings big problems, small Russia causes small problems. To be precise, he was talking about the Moscow colonial empire. Today’s Russia is actually a very classic colonial empire, ruled by Moscow. This begins with the economic exploitation of the colonies and continues with the oppression of the peoples of this colonial empire, even to the attempt to use their men as cannon fodder in the colonial war against Ukraine. A Europe that is interested in the security of its citizens should begin developing scenarios for a crumbling Moscow colonial empire as soon as possible.”24

A Habsburg in 2025 calls on Europe to adopt a policy for Russia based on the Habsburg Empire’s 1914-1917 “weaponization of ethnicity.” A failed policy that destroyed its patron. History repeats itself. First as tragedy, then as farce. 

“This session will explore the impact of the collapse of Russian Federation on European and global security architecture, with a focus on the strategic role of the Black Sea. The discussion will analyze new geopolitical alliances, NATO & EU contributions, and regional cooperation initiatives to prevent conflicts and strengthen stability.”25

Provoking conflicts to prevent conflicts. Sowing instability to strengthen stability. It is quite Orwellian; “a loyal willingness to say that black is white when Party discipline demands this. But it means also the ability to BELIEVE that black is white, and more, to KNOW that black is white, and to forget that one has ever believed the contrary.”26

The Free Nations of Post-Russia Forum announced plans for conferences in June 2025 in Washington DC, South Korea, and Northern Europe. “Bang the drum.”

Ukrainian website Euromaidan reported “According to the participants, [at the third forum in Gdansk Poland, September 2022]…Europe (the EU, including Ukraine as a full-fledged member) together with the United Kingdom should take responsibility for the liberation and decolonization of the indigenous peoples and eastern Slavic regions of the present Russian Federation, and should also lead in the reconstruction of these independent states.”27

Notice the wording “decolonization of indigenous nations and eastern Slavic regions.” The Russian nation is to be partitioned out of existence; replaced by a series of deracinated “city-states.” This will also be the fate of Russia’s indigenous peoples. (Map 18)

Once they have served their purpose in the fragmentation of the Russian Federation, they become expendable. It will only be a matter of time before the independent Post-Russian states of indigenous nations, are, in turn, themselves replaced with similar deracinated “polities.” 

This is foretold in FAILED STATE: A Guide to Russia’s Rupture. “Regional identification in Siberia, the Urals, the Pacific region, and elsewhere will motivate calls for statehood regardless of common origin and language”29

“Regional identification in Siberia, the Urals, the Pacific region” means the borders of the Siberian, Urals and Far Eastern federal districts of the Russian Federation, constituting nearly three-quarters of its territory, are retained as borders for Post-Russia independent states. The only change is cosmetic with “Far Eastern” renamed “Pacific.” The Indigenous nations are to be cast Into the political abyss of this regionalism insuring they have no say over their lands or its natural resources. (Maps 19 and 20)

That this is to be the fate of the indigenous peoples of Russia was confirmed at the 9th Forum of the Free Nations of Post Russia, Berlin, December 14, 2023, where participants signed a decree. “In the absence of other agreed alternatives, the existing administrative borders within the so-called ‘Russian Federation’ (despite their contradictory history and a large number of shortcomings) are recognized by default as an option for the international borders of future newly independent states,” paragraph 3 of the document says. The next paragraph states that the ‘reshuffle’ of individual regions and other territorial units between independent post-Russian states can only take place on a voluntary basis by mutual consent of all interested parties. If an agreement cannot be reached at the negotiating table, the states will have to go to international arbitration with the involvement of representatives of the European Union and NATO and recognize the arbitration decision as final.”32 In other words, EU and NATO will determine the borders of post-Russian states. Such a determination will be made according to realpolitik, not The International Covenant on the Rights of Indigenous Nations (ICRIN).33

The reason for denying self-determination to the indigenous peoples of Russia is because their lands are rich in natural resources — gold, silver, diamonds, oil, natural gas, timber, etc. (Map 21)

Retaining the borders of the Siberian, Urals, and Far Eastern federal districts provides Western companies with an efficient administrative tool for the extraction and exploitation of the natural wealth of indigenous lands. 

To that end, the “Declaration of Independence of the Confederation of Siberia,” states one of the goals of independence is to invite “people from all over the world with ideas and investments.”35

At the 13th Free Nations of Post Russia Forum, “Rethinking Russia’s Future,” in Ottawa, Canada, November 19, 2024, the topics of discussion included “Can the new independent states become strong democracies and integrate into the global economic market?”36

The proposal in FAILED STATE: A Guide to Russia’s Rupture adheres to Dr. Brzezinski’s geostrategic thinking. The book states the aim of the United States is to work “with allies and partners to manage and benefit from Russia’s rupture.”37

Freed from Moscow’s rule, indigenous nations would now find themselves “supervised” by Brussels. It is as old as time, “the strong do what they can and the weak suffer what they must.38

“National in form, socialist in content” becomes “national in form, capitalist in content.” Application of doublethink “merely the substitution of one piece of nonsense for another.” Nothing is changed. Indigenous peoples remain under colonial rule. Except with the West possessing greater resources, commercial, financial, and technological, it would now be a case of out of the frying pan into the fire. 

The call at the Third conference of Free Nations of Post-Russia Forum that “Europe (the EU, including Ukraine as a full-fledged member) together with the United Kingdom should take responsibility for the liberation and decolonization of the indigenous peoples and eastern Slavic regions of the present Russian Federation” is an “act of aggression,” as defined by Article 8 in the Rome Statute of the International Criminal Court, more blatant than that of Zelensky, Merkel, and Hollande.  

Without explaining where Brussels and London are to find the money to finance the war and subsequent reconstruction, participants and hosts appear to have forgotten Newton’s third law of motion. “If one object exerts a force on another object, then the other object exerts an equal and opposite force on the first object.”39 The right to self-determination applies equally to all minorities in all countries in the EU, as well as in the United Kingdom. In other words, “Those who live in glass houses shouldn’t throw stones.” 

Russia can respond by supporting secessionist movements in the EU. Opportunities are many. Most vulnerable is the United Kingdom. An independent Scotland would deprive London of its oil revenues from the North Sea resulting in economic volatility in England. The strategic position of France in the Mediterranean would be undermined if Corsica, Occitanie and Provence seceded. Spain is the Yugoslavia of the West. The secession of Catalonia, economic powerhouse of Spain, would trigger economic and political turmoil throughout the rest of Spain. Regionalism would splinter Italy into islands and peninsula, and the peninsula into northeast, northwest, and south. If Flemings and Walloons choose independence, Belgium ceases to exist. The Czech Republic would lose nearly half its territory should Moravia secede. If Austria can be an independent Catholic German state, so can Bavaria. Since 1946, there have been calls for Bavaria to secede from Germany.40 It is not the only German state wanting independence.41 (Map 22)

Then, there are the indigenous peoples of Northern Europe, the Sami. In 2021, the United Nations noted that “Sweden, Norway, and Finland have been criticized for policies against their indigenous populations historically and their lack of action and recognition of the Sami people’s rights today.”43

Should the Sámi seek independence for their land, Sápmi, Finland would lose nearly twenty percent of its territory, Sweden more than half of its territory, and Norway most of its territory. (Map 23)

More important for the indigenous peoples of Russia than the fact there are secessionist movements in the EU is how these movements are treated by a peaceful, prosperous, technologically advanced EU. And, therefore, what the indigenous peoples of Russia can expect should the West be successful in fragmenting the Russian Federation. While the West championed “national self-determination” in the Soviet Union, Yugoslavia, Serbia, and now Russia, the EU is in a “state of war” with its own ethnic minorities, regions, and indigenous peoples. It follows a path of paternalistic progressivism, “the velvet glove”  supplying needs, regulating conduct, and controlling land rights with a goal to modernize, standardize, and homogenize ethnic minorities, regions, and indigenous peoples out of their distinct identities. Showcasing a diversity of forms devoid of substance. Culture MacDonaldized. Tradition commercialized. Heritage monetarized.  Free to speak, just not to speak freely. Therefore, it is in the best interests of the indigenous peoples of Russia to resist the West’s siren song of “independence.” For what the West offers them is not political freedom, but cultural extinction.
