As Africa's newest country plans to declare independence on July 9, Southern Sudan, awash in small arms as a result of nearly a half century of warfare, faces many challenges in uniting its 56 different ethnic groups. As one of the world's poorest regions, pluralism and decentralized governance hold the key to Southern Sudan's future.
