The Russians occupy the Crimean strategic region–the original home territory of the Tartar and the Uyghurs occupy the strategic region of northwestern China on the border with Russia. Both Russia and China like other states fearing Fourth World peoples seek to replace these peoples by force with their own citizens. In fundamental violation of both human rights agreements and their own public protestations, the Russian and Chinese governments choose force, transmigration of their own populations and removal as policies toward strategic Fourth World nations instead of democratic dialogue.

As in Syria, Somalia, Ukraine, Chechnya and Dagestan, Afghanistan/Pakistan, and Iraq Fourth World peoples are in the cross-fire or they are active combatants seeking to protect themselves against state terrorist invasion.

The Organization on Security and Cooperation in Europe is perhaps the most reasonable mechanism within which Fourth World/States’ government talks can be organized and result in positive, democratic outcomes.

Fourth World nations must turn to the most reasonable international mechanisms to resolve these invasions that are nothing more than forced removal programs, frontal wars or subjugation initiatives.  The world’s 1.3 billion indigenous peoples are the subject of the World Conference on Indigenous Peoples in September. It is time that Fourth World nations sit at the negotiating table to bring about peaceful resolution to conflicts with states’ governments.
